State fire marshals, low on staff, spread thin and juggling compliance in every industry, aren’t required to return to marijuana processing facilities after they issue a certificate of occupancy. In small towns, a certified inspector isn’t required to sign off on a building before it becomes a processing facility. Despite the licensing moratorium, uncertified inspectors are still an issue, and communication between state and municipal agencies is shaky.
