The neighborhood around a house in Philadelphia’s Olney section will see disruptions beginning Monday and continuing through mid-October as investigators prepare to conduct an extensive examination of the property, Philadelphia Councilmember Anthony Phillips said Sunday. Detectives could return to the property on Chew Avenue as early as Monday, carrying out another search for evidence after investigators recently identified several missing women in photos and videos recovered from the home, Phillips said following a community meeting Sunday. The planned search would mark the latest phase in a sprawling investigation that began in June, when Philadelphia police and federal agents first searched the property. Raymond “R.C.” Horsch, a known erotic photographer and snuff-film maker, owned the property until his death in 2025.
