Parliament Debates Consumer Right-to-Repair Bill at First Reading

The National Assembly is expected today, September 18, to hold a first-reading debate on a bill amending the Digital Content and Digital Services and Sale of Goods Act, submitted by the Council of Ministers, according to Parliament's weekly programme. The amendments aim to encourage repairs both within the statutory guarantee period and after it expires. Consumers will be informed of their right to choose between repair and replacement of a product. If they opt for repair, the statutory guarantee period will be extended by one year, according to the bill's explanatory notes. The bill would require manufacturers of certain categories of goods subject to EU repairability requirements to provide repair services, the necessary spare parts and relevant information. The proposed amendments seek to implement into Bulgarian law EU Directive 2024/1799 of June 13, 2024, on common rules promoting the repair of goods.
