Chelsea School District increasingly relying on school of choice enrollment, data says

Recent data predicted the district's school of choice participation, which one official called 'the Hunger games for public education,' would make up more than 12% of its overall enrollment by 2030. That's up from the current 9.8% and last year's 7.8%, helping to keep overall student counts relatively flat.
