Minnesota city can use paper voter rosters

ST. PAUL, Minn. — The Minnesota Supreme Court ruled the Minnesota city of Oak Grove may use paper voting rosters instead of electronic ones in the 2026 election. Minnesota law contains no language limiting a municipality’s authority to odd-year local elections, and the court found that paper rosters are the default standard unless a jurisdiction notifies the Minnesota secretary of State that it will use electronic rosters. The city never properly authorized electronic rosters for itself, so it retains full legal authority to return to paper rosters for precincts within its boundaries.
