The transport ministries of Bulgaria, Romania, and Greece will apply jointly under the 2026 call for project proposals under the Connecting Europe Facility (CEF), Transport sector, 2021–2027. The call is open until October 6, 2026, and covers two areas — the Cohesion Package and the Military Mobility Package. The proposed projects are located mainly along the central and western axes of the European transport corridor Baltic Sea–Black Sea–Aegean Sea, as well as along the connected sections of the Trans-European Transport Network (TEN-T). The initiative is implemented on the basis of a Memorandum on Enhanced Cross-Border Cooperation within the framework of the Black Sea–Aegean Sea Corridor Platform and its accompanying Action Plan, signed in Brussels on December 3, 2025. The documents establish a framework for the coordinated planning, preparation, financing, and implementation of priority cross-border transport projects along the European transport corridors Baltic Sea–Black Sea–Aegean
