A tornado was confirmed over Dover, Delaware, on Thursday evening. The Dover Police Department announced that the city was under a state of emergency and residents are being urged to stay home. The part of the city that appears to be hit the hardest is Division Street/Lockerman Street corridor, according to the police department. North Dupont Highway is also seeing extensive damage. Several intersections throughout the city are dealing with traffic lights that are not working and many in the city are without power, officials said. Police say to take these steps if you drive up to an intersection without working traffic lights: STOP and treat the intersection as a four-way stop. Slow down and proceed cautiously. Watch for other vehicles, pedestrians, and emergency responders. Never assume another driver is going to stop. Dover police also warn everyone to not go out to sightsee or check out the damage.
