ST. PAUL, Minn. — The Minnesota Supreme Court reversed the appellate court’s decision to allow the Minnesota Bureau of Criminal Apprehension to register a man acquitted of a kidnapping charge as a predatory offender. Someone who was only charged with a predatory offense but never convicted should not have to identify as an offender because it would violate their due process rights.
