Masked man reportedly harassing people near City Hall in Philadelphia

Police are investigating reports of a masked man who witnesses say has been chasing and harassing people near Philadelphia City Hall during the early morning hours. A warning circulating on social media includes a photo of the man dressed in black and wearing a mask.
