Editorial: CORE must fix its records problem

The Crisis Outreach Response and Engagement Program (CORE) was established by the city in December 2021, during the Omicron wave of the COVID-19 pandemic. Businesses were starting to open up, but over the months when many sites were shuttered and residents were advised to “shelter in place,” the number of homeless people living on sidewalks, in doorways and in public areas ballooned. Along with the COVID-induced quiet, the prevalence of mental health crises, violence and substance abuse among homeless residents became evident across Oahu.
