MINNEAPOLIS — A federal court in Minnesota dismissed the federal government’s lawsuit against Minneapolis Public Schools over the districts’ alleged discriminatory layoff practices, which shield teachers of color from layoffs compared to white teachers, who are let go first in certain cases. The provisions governing layoffs were agreed to in a collective-bargaining agreement between the teachers’ union and the school districts, so even if the policy is likely unlawful, any ruling against the districts would harm the union’s contract without allowing the union, which was not sued, an opportunity to defend itself.
