Parliament's Economic Policy Committee Approves First-Reading Revisions Concerning Lukoil Special Administrator

The parliamentary Committee on Economic Policy, Investments and Industry Tuesday adopted, 13-0 with one abstention, first-reading amendments to the Act on Administrative Regulation of Economic Activities Associated with Oil and Petroleum Products. The draft revisions were tabled by Progressive Bulgaria MP Daniel Parushev and a group of MPs on July 24. The bill was tabled following a Constitutional Court ruling earlier in July that struck down provisions allowing the appointment of a special administrator at critical infrastructure facilities. Parushev explained that as a result, there will be no legal grounds for the existence of the mechanism whereby the Cabinet appointed a special administrator of Lukoil Bulgaria Bunker Ltd. and Lukoil Aviation Bulgaria Ltd. on June 3, 2026. Lukoil Aviation Bulgaria Ltd. has a market share of 85.81% as an operator of land aviation fueling, mainly at the airports in Sofia and Burgas, while Lukoil Bulgaria Bunker provides bunkering of ships at the port
